North Carolina: A No Drone Zone>Oct 1st

    "Except as otherwise provided in this section, no person, entity, or State agency shall use an unmanned aircraft system to do any of the following:
    Conduct surveillance of..."
    It doesn't really say what "surveillance" is?

    Note: Model aircraft: "Is flown solely for hobby or recreational purposes"
    So it appears this does NOT apply if you are not getting paid.

    "Photograph an individual, without the individual's consent,"
    Can not "Conduct surveillance of"

    "the person whose photograph is taken may elect to recover five thousand dollars ($5,000) for each photograph or video"
    So it appears that this squashes any commercial aerial photos in NC? And you sure don't want to capture a picture of a person.
    "effective October 1, 2014"
    This seems excessive and ridiculous to me. Guess the courts will decide.

    Gary that one seems to have stalled and has not moved out of the NC Senate Rules and Operations since June. So it has not passed and no action, other than contacting your state legislator if you live in NC and let them know what you think.

    Don't you love when governments add amendments that have nothing to do with the main bill? NC is acting like the Feds. They attached also sorts of extraneous stuff to their annual APPROPRIATIONS bill. So now those that operate in NC have another mess on their hands.

    Surprised that the AMA wasn't all over this. And to add to the confusion the FAA has now granted exemptions to several companies and they have 'registered' copters flying under federal laws. Can't wait to see the first court case where NC files charges. That will be the next step in all of this confusion.
